Who made the folk art comics with butterfly winged children?

This is a pretty vague question, so I will try to give more detail here.
A janitor at a magazine company would collect the rejected and trashed pages from the magazines that the company made.
He would cut out figures, clothes, and backgrounds from these, and use them, or trace over them, to create a comic/graphic novel.
The most striking images are those of children with big butterfly wings flying, and sometimes being attacked by soldiers in World War 1 uniforms.
Do any of you know who made these comics, or where I can see a collection of the images?
